The NTSB an independent U.S. government investigative agency responsible for investigating and reporting on civil aviation accidents and incidents. In addition, the NTSB conducts formal hearings and issues initial decisions on appeals from all FAA certificate actions and civil penalty actions involving pilots, engineers, mechanics, and repairmen. The NTSB also reviews petitions for certification that have been denied by the FAA.
